You're going to have to do water changes more often to keep your parameters in check. 100 for your NO3 is crazy high. If you have to do water changes every day, then do it. You have got to keep the readings down around 20. You should also be vacuuming the gravel weekly. More often if need be.
Right now do a 30% water change and take a reading. Make sure it's below 40 idealy around 20. Let us know what it is.
Do you check your ammonia and nitrites as well? When you say your CL2 is ok, That means zero. Right?
8.0 is fine for your ph.
Remind us again, how many fish do you have and what size of tank do you have?
Can you upload a photo of your fish? It's hard to guess at something when you need a accurate diagnosis. Didn't you take your fish to the vet before when you treated them for parasites a few months ago? Can you do that again?
For right now add 1 tablespoon of aquarium salt for each 10 gallons of water in your tank and raise your tank temp slowly to 82 degrees F. Put the salt in a net and let it dangle in the water.
