Does anyone know anything about green spotted puffers?

Id go to a puffer forum but last time i tried that they yelles at me. So does anyone know anything about either puffers, or electricution? The heater broke and shocked the water and now hes seizing a lot for the last two or so days and refuses to eat. I dont knwo what to do and its like watching him sufffer and I cant do anything to help him. :(
